大数据赋能政府购买全民健身公共服务精准化的运行机理、问题清单及靶向路径

摘　　要：构建更高水平的全民健身公共服务体系,对政府购买全民健身公共服务精准化提出了新要求。该研究运用文献资料、实地调查等方法,探究大数据赋能政府购买全民健身公共服务精准化的运行机理、问题清单及靶向路径。研究认为,需求精准识别、购买精准决策、过程精准监管和绩效精准评价是大数据赋能政府购买精准化的运行机理。大数据赋能政府购买全民健身公共服务精准化的问题清单包括:意识困囿,精准化理念缺失;技术困囿,大数据应用基础薄弱;制度困囿,缺乏有效的制度保障;协同困囿,数据割裂影响购买效能。针对现实问题提出了靶向路径:意识路径,植入大数据与政府购买精准化理念;技术路径,拓展了政府购买服务的深度与广度;制度路径,完善政策保障与健全法律法规;协同路径,驱动资源整合与主体协同,以精准满足全民健身需求。Based on the construction of a higher level of national fitness public service system,new requirements are put forward for the precision of government purchase of national fitness public service.This study uses literature,field survey and other methods to explore the operation mechanism,problem list and targeting path of the government to purchase the precision of national fitness public service empowered by big data.It is concluded that the precise identification of demand,the precise decision of purchase,the precise regulation of process and the precise evaluation of performance are the operation mechanism of big data to empower the precision of government purchase.The list of problems includes:lack of awareness,lack of the concept of precision,limited technology,weak foundation of big data application,dilemma of system,lack of effective system guarantee,and dilemma of coordination,data fragmentation affects the purchase efficiency.In view of the practical problems,the targeted paths are proposed:the conscious path is to implant the concept of big data and government purchase precision,the technical path is to enhance the depth and breadth of government purchase services,the system path is to improve policy guarantee and laws and regulations,the collaborative path is to drive resource integration and main body coordination to accurately meet the needs of national fitness.
