摘　　要：“新西伯利亚模式”是俄罗斯联邦共产党近年提出的社会经济发展政策在俄罗斯新西伯利亚州首府新西伯利亚市的具体施政模式。目前,我国学术界对于俄共的研究大多聚焦于其中央委员会在俄罗斯国家层面的活动,对于其执政的奧廖尔州、乌里扬诺夫斯克州、新西伯利亚州等地方层面的活动缺乏相关研究和阐述。因此,本文选择以俄共目前掌握地方政权时间最久的新西伯利亚市为研究对象,着重研究以俄共党籍市长А.Е.洛科季为首的俄罗斯新西伯利亚共产党人在长期政务活动中逐渐形成的“新西伯利亚模式”的历史渊源、现实政治实践的成果与不足,以及这一模式对当地社会和俄共本身的影响。The"Novosibirsk Model"is the concrete embodiment of the social and economic development policies proposed by the Communist Party of the Russian Federation in recent years in Novosibirsk,the capital of the Russian Novosibirsk Oblast,where its party members are in power.At present,the academic research on the Communist Party of Russia in China mostly focuses on the activities of its committees at the national level in Russia,while the activities of local party organizations such as Oryol Oblast,Ulyanovsk Oblast,Novosibirsk,etc,lack relevant research and elaboration.Hence,this paper selects the social and economic development policies of Novosibirsk City,where the Communist Party of Russian Federation has held the local power for the longest time,as the research object.And it focuses on the historical origin of the"Novosibirsk Model"gradually formed by the Novosibirsk Communists of Russia led by A.E.Rokoty in their long-term government affairs,as well as the achievements and shortcomings of Realpolitik practice,and the technical outlook on the impact of the future operation of this model on the local society and the Communist Party of the Russian Federation itself.
