摘 要:本文从医院自身参与治理的角度对医院周边交通拥堵问题的治理措施及效果进行探究与分析。以北京市核心区医院为研究对象,通过实地调研、走访等方式分析其周边拥堵成因,以医院为主体建立了交通治理评价指标体系,并对医院参与治理的情况和治理效果进行评价。经过持续一年的治理与评估,多数医院上下午出诊号源比例更加均衡,基本达到1.2∶1,医院及周边停车服务有效优化提升,高峰期医院周边机动车出行总量平均减少10%左右。提出的评价指标体系考虑了医院周边交通拥堵的内外因素,从医院视角即从源头结合其他交通管理措施提出改善措施,为缓解医院周边交通拥堵和提高患者就医体验提供新的思路和方法。This study explores and analyzes traffic congestion management measures and their effects from the perspective of hospital participation.Focusing on hospitals in the core areas of Beijing,this study analyzes the causes of congestion through on-site research and visits.A traffic management evaluation index system was established with the hospital as the main entity.The study evaluates the hospital s participation in governance and the effectiveness of the measures implemented.After a year of continuous management and evaluation,it was found that most hospitals achieved a more balanced ratio of morning to afternoon outpatient appointments,approximately 1.2∶1.Hospital and surrounding parking services were effectively optimized and improved,resulting in an average reduction of about 10%in the total volume of motor vehicle trips around hospitals during peak hours.The proposed evaluation index system considers both internal and external factors contributing to traffic congestion around hospitals.By adopting a hospital-centric perspective and integrating other traffic management measures,this study provides new ideas and methods to alleviate congestion around hospitals and enhance the patient experience.
