老旧小区改造的多因素考虑——以桂林历史城区“榕桂片区”为例

摘　　要：“十四五”规划提出“加快推进城市更新,加强老旧小区改造”的目标。文章以榕桂片区为研究对象,对广西桂林历史城区的老旧小区进行摸底调查,发现大院型老旧小区存在建筑杂旧、规划无序、历史建筑保护不够、交通拥堵等问题。基于此,从桂林旅游经济发展目标、历史文化延续和保护、城市慢行交通系统发展、当地居民住房刚性需求及相关政策等多因素进行探索,提出“历史建筑风貌保护与延续+区域功能置换+房屋重建与改建”的规划思路,具体从建筑风貌保护、路网优化、住房功能完善、解决供地方式和资金筹措方式等方面提出改造策略,旨在为具有相似特征的老旧小区改造提供思路。China’s“14th Five-Year Plan”sets the goal of accelerating urban renewal and strengthening the renovation of old residential neighborhoods.Ronggui Area is taken as the research objective in this paper,ground investigation is performed to the old subdistrict in historical district of Guilin City in Guangxi,courtyard-type old subdistrict is found to be poorly planned with old and scattered buildings,protection of historical building is insufficient and there is problem of traffic congestion,etc.Probing is performed from multiple factors on that basis,such as the tourist and economic development target of Guilin,continuation and protection of historical culture,development of urban slow traffic system,rigid demand of local residents to housing and relevant policy,etc.,the planning thought of“protection and continuation of historical style+replacement of regional functions+reconstruction and transformation of house”is put forward,the strategy of transformation is put forward concretely from protection of building style,optimization of road network,perfecting of housing function and mode of land supply as well as mode of fund raising,etc.,so as to provide train of thought for the transformation of old subdistrict with similar features.
