摘　　要：国际中文教育的发展不仅涉及自上而下的顶层设计和宏观规划,还需要自下而上的多元参与和互动。基于政策文本分析,从能动性与客观世界视角剖析国际中文教育政策的演进历程及其内在逻辑,可以发现其演进历经起步探索、学科创建、规范建设、调整完善和转型升级五个阶段,其中客观世界变化和政策主体能动性是贯穿政策演进的两大关键驱动力。政治格局、国家战略、社会经济、教育体制等客观世界因素对政策演进具有赋能与制约的双重作用,而多层级、多元政策主体则通过宏观指导、研究合作、对话协商和信息反馈等方式发挥能动性,凝聚共识共同推动政策的演进。未来研究可进一步探讨其他影响政策演进的因素,采用多元的研究方法深入挖掘不同层级政策主体的能动作用,以期更全面地理解国际中文教育政策演进的复杂性和多样性。The development of international Chinese language education involves both topdown strategic planning and macrolevel design,alongside diverse bottomup participation and interaction.Based on policy text analysis,an examination of the evolution and rationale of international Chinese education policies in China from the perspective of agency and structure reveals that the policy evolution can be categorized into five phases:exploration,creation,standardization,adjustment,and upgrading.Two key driving forces throughout the evolution are the changes in structure and the agency of multilayered and diverse policy actors.Such structural factors as shifts in political dynamics,national strategies,socioeconomic factors,and educational systems enable and constrain the evolution.Simultaneously,multilayered and diverse policy actors exert agency through mechanisms such as macrolevel guidance,research collaboration,dialogue and negotiation,and information feedback,thereby forging consensus and collectively propelling policy evolution.Future research could explore additional factors affecting policy evolution and employ diverse research methods to delve deeper into the agency of policy actors at different layers,aiming for a more comprehensive understanding of the complexity and diversity in the evolution of international Chinese education policies.
