六位一体规划方法在平原河网区域水利规划设计中的应用

摘　　要：朱家角是典型的江南水乡平原河网区域,河网水系发达,近几年水利设施建设、管理不断完善和提高,但对标《上海市防洪除涝规划(2020—2035年)》及相关水环境治理要求,仍有不足。同时,朱家角位于长三角一体化示范区核心区,亟须调整水利规划,以满足新形势、新要求下的水利建设和管理需求,打造水利建设新标杆。为此,文章基于水安全、水生态、水资源、水环境、水景观、水管理“六位一体”规划方法,以朱家角镇区域为例,介绍了平原河网区域水利现状问题及水利规划设计理念。Zhujiajiao is a typical area of the Jiangnan Watertown in the plain river network region,with a well-developed river system.In recent years,there has been continuous improvement and enhancement in water conservancy facilities construction and management.However,there are still deficiencies compared to the requirements of the Shanghai Flood Control and Waterlogging Prevention Plan(2020—2035)and related water environmental governance standards.Meanwhile,as Zhujiajiao is located in the core area of the Yangtze River Delta integration demonstration zone,there is an urgent need to adjust water conservancy planning to meet the demands of new situations and requirements for water conservancy construction and management,aiming to establish new benchmarks in water conservancy construction.Therefore,based on the Six Unifications water governance concept encompassing water safety,water ecology,water resources,water environment,water landscape,and water management,this paper takes the Zhujiajiao town area as an example to introduce the current water conservancy issues and the planning and design of water conservancy in plain river network regions.
