劳动党“八大”以来朝鲜的国家发展战略

摘　　要：在联合国安理会制裁和国境封控长期化以及2020年发生重大自然灾害的背景下,2021年1月召开的朝鲜劳动党“八大”制定了新的国家发展战略。新的国家发展战略具有如下特征:以“人民群众第一主义”为意识形态和指导思想,以强化朝鲜劳动党建设和内阁的作用为领导和组织保证;以经济建设和国防建设为重点,注重地方和基层的动员,以推进农业和建筑业发展,进而构筑“内循环”经济体系基础;以发展与传统友好国家的关系为依托,并适时调整外交方向以塑造有利的外部环境。经过三年实施,朝鲜的新国家发展战略取得了不小的成就,这说明朝鲜的新国家发展战略符合它所面临的国内外实际状况,具有其合理性。在未来一定时期内,新国家发展战略在政策层面可能会有所调整,但其战略路线和方针将会持续。Against the background of the United Nations Security Council sanctions,the prolongation of COVID-19,and the major natural disaster in 2020,the 8th Congress of the Workers'Party of Korea,held in January 2021,formulated a new national development strategy.The new national development strategy is characterized by the following features.Firstly,take“people firstism”as the ideology and guiding thought,and strengthen the construction of the Workers'Party of Korea and the role of the Cabinet as the leadership and organizational guarantee.Secondly,focus on economic and national defense construction,with an emphasis on local and grassroots mobilization to promote the development of the agriculture and construction industries,and then build the basis of an“domestic cycle”economic system.Thirdly,it will rely on the development of relations with traditional friendly countries and will adjust the direction of diplomacy in time to shape a favorable external environment.After three years of implementation,the DPRK's new national development strategy has made remarkable achievements,which shows that the new national development strategy is in line with the actual domestic and international conditions it is facing and has a certain degree of rationality.The new national development strategy may be adjusted at the policy level within a certain period in the future,but its strategic line and approach will continue.
