人类命运共同体视域下世界政党履责初探

摘　　要：在百年未有之大变局加速演进的时代条件下,构建人类命运共同体为世界各国应对共同挑战、开创美好未来指明了前进方向。政党作为构建人类命运共同体的重要主体,担负着引领方向、凝聚共识、促进发展、加强合作、完善治理的责任。由于政党类型及其所处环境和地位等主客观条件的不同,不同政党在履行上述责任方面存在很大差异。大致来看,以中国共产党为代表的社会主义国家执政党多是积极为人民谋幸福、为人类谋进步的政党;国外左翼政党、民族主义政党等在世界大变局深度演进中艰难前行,展现出了一定的履责意愿和能力;一些国外极右翼政党在民粹主义影响下抱守零和博弈的冷战思维,政党责任意识和世界担当相对不足。面对日益复杂的国际局势和全球性挑战,各国政党都应准确把握人类发展方向、加强政治引领力,凝聚共识、提升互信,主动担责、促进发展,加强合作、共同应对全球性挑战,完善治理、不断增强为人民谋幸福的能力,为推动构建人类命运共同体、建设更美好的世界贡献政党力量。At present,momentous changes of a like not seen in a century are accelerating across the world.Building a community with a shared future for mankind has pointed out the way forward for all countries in the world to address common challenges and create a better future.As important actors in building a community with a shared future for mankind,political parties bear the responsibility of providing direction,fostering consensus,promoting development,enhancing cooperation,and improving governance.Due to the different types of political parties,their respective environments and positions,and other subjective and objective conditions,there are significant differences in how they fulfill these responsibilities.Broadly speaking,socialist ruling parties represented by the Communist Party of China are mostly proactively in pursuing the well-being of the people and the progress of mankind.Left-wing parties and nationalist parties abroad are facing challenges in the deepening global changes and have demonstrated a certain willingness and capability to fulfill their responsibilities.Some far-right parties abroad,influenced by populism,adhere to zero-sum Cold War thinking and lack a sense of political party responsibility and global engagement.In the face of increasingly complex international situation and global challenges,political parties in all countries should accurately grasp the direction of human development,strengthen their political leadership,foster consensus and enhance mutual trust,take proactive responsibilities to promote development and strengthen cooperation,jointly address global challenges,improve governance and continuously enhance their ability to pursue the well-being of the people.Political parties should contribute their strength to promote the construction of a community with a shared future for mankind and the building of a better world.
