摘　　要：目的了解湘潭市基层医疗机构服务现状,分析不足和原因,探寻推动城乡医疗联动建设的有效对策。方法采用整体随机抽样法,选取湘潭市95所基层医疗机构的工作人员和289名就诊患者进行问卷调查。结果95所基层医疗机构中61.05%的参与了城乡医疗联动建设活动,38.95%的未参与。289名就诊患者中38.06%的不了解城乡医疗联动,46.71%的对现行基层医疗模式不满意,48.15%的认为基层医疗水平不高。结论湘潭市城乡医疗联动工作存在一些问题。建议多渠道宣传,提高认知水平;加大基层扶持力度,缩小城乡差距;制定激励政策,提升就地就诊积极性;完善绩效考核制度,鼓励专家下沉基层;建设信息共享平台,打破信息壁垒。Objective To learn the status of grassroots healthcare organization in Xiangtan City,to analyze the shortcomings and reasons,and to explore effective countermeasures to promote the construction of urban-rural healthcare coordination.Methods A questionnaire survey was conducted among the staff and 289 patients from 95 grassroots medical institutions in Xiangtan City with the overall random sampling method.Results 61.05%of the 95 grassroots medical institutions participated in the urban-rural medical coordination construction,while 38.95%did not.Among the 289 patients,38.06%did not understand the urban-rural medical coordination,46.71%were dissatisfied with the current grassroots medical model,and 48.15%believed that the level of grassroots medical care was not high.Conclusion There are some problems in the urban-rural medical coordination work in Xiangtan City.This suggests multi-channel promotion to improve cognitive level.Increase grassroots support and narrow the urban-rural gap.Develop incentive policies to enhance the enthusiasm for on-site medical treatment;Improve three performance evaluation system and encourage experts to go to the grassroots level;Build an information sharing platform and break down information barriers.
