摘　　要：【目的】对吉林省林地林木资源实物量和价值量进行核算,摸清吉林省森林资源家底,反映吉林省林地林木资源静态状况、动态状况及其经济贡献,为吉林省科学提高森林经营管理水平,合理制定林业发展规划提供依据,也为我国开展森林资源核算研究提供实践参考。【方法】以吉林省第8次、第9次全国森林资源清查数据为实物量数据源,计算吉林省林地面积、林木蓄积存量及两次全国森林资源清查期间的变动量;结合2018年调查获得的相关成本价格数据,采用年金资本化法、重置成本法、收益净现值法、市场倒算法计算吉林省林地林木资源价值存量;采用不同核算账户分别对吉林省林地林木实物存量及其变动量以及价值存量进行列示。【结果】(1)两次全国森林资源清查期间,吉林省林地面积由856.19×10^(4) hm^(2)增加至904.79×10^(4) hm^(2),林木蓄积量由96 534.93×10^(4) m^(3)增加至105 368.45×10^(4) m^(3),分别增加了5.68%、9.15%,增幅明显。第9次全国森林资源清查期间,吉林省天然林总面积和蓄积量达616.64×10^(4) hm^(2)、89 582.59×10^(4) m^(3),同第8次全国森林资源清查期末相比,分别增加了3.90×10^(4) hm^(2)和7 673.03×10^(4) m^(3),增加了0.64%和9.37%;人工林总面积和蓄积量达177.84×10^(4) hm^(2)、11 757.47×10^(4) m^(3),同第8次全国森林资源清查期末相比,分别增加了14.11×10^(4) hm^(2)和1 309.60×10^(4) m^(3),增加了8.62%和12.53%。(2)第9次全国森林资源清查期间,吉林省林地资源资产价值为1 903.28×10^(8)元,林木资源资产价值为1 037.64×10^(8)元,共计2 940.92×10^(8)元。【结论】两次全国森林资源清查期间,吉林省林地林木资源总量不断增加,森林资源资产不断积累,不仅为当地居民带来了巨大的生态福祉,也为“绿水青山”转化为“金山银山”奠定了一定的物质基础。[Objective]Developing forestland and timber resource accounting is crucial for understanding the status of forest resources and reflecting their static state and dynamic states,as well as economic contribution of forest resources in Jilin Province of northeastern China.It not only provides a basis for improving the level of forest management scientifically and formulating a rational forestry development plan for Jilin Province,but also offers a practical reference for studies on forest resources accounting in China[Method]Firstly,based on the data from the 8th and 9th National Forest Resources Inventories,the forestland area,volume and these variations during the two inventories were calculated in Jilin Province Secondly,combined with the relevant cost and price parameters obtained from the survey in 2018,the value of forestland and timber resource was calculated using the appropriate valuation methods such as annuity capitalization method,replacement cost method,net present value method and market-based forest value method.Finally,different accounts were used to list the physical quantity and its variation as well as the value of forestland and timber resources in Jilin Province.[Result](1) During the two national fores resource inventories,the forestland area of Jilin Province increased from 8.561 9 million ha to 9.047 9million ha,the volume increased from 965.349 3 million m^(3) to 1 053.684 5 million m^(3),with an increase of5.68%and 9.15%,respectively.During the 9th National Forest Resources Inventory,the total area and volume of natural forests in Jilin Province reached 6.166 4 million ha and 895.825 9 million m^(3),with an increase of 0.039 million ha and 76.730 3 million m^(3),increased by 0.64%and 9.37%,respectively compared with the end of the 8th National Forest Resources Inventory.The total area and volume of plantation reached 1.778 4 million ha and 117.574 7 million m^(3),increased by 0.141 1 million ha and13.096 0 million m^(3),respectively,with an increase of 8.62%and 12.53%,compared with the end
