适应性思维导向下滨水地区总体城市设计编制探索

摘　　要：城市中心城区的滨水地区是城市形象、空间品质的代表性区域。面向新时期国土空间规划语境中,在总体城市设计的全新要求下,总体城市设计编制工作更多地围绕市县级开展,而滨水地区专项性总体城市设计尚在摸索阶段。文章结合绵阳市涪江、安昌河局部岸线城市设计的规划编制实践工作,立足滨水地区编制总体城市设计的关注重点、编制内容和管控路径进行探讨,塑造契合国土空间体系下的空间发展框架,创造特征突出、形象鲜明、人文与自然环境和谐的高品质滨水空间,同时能够加强规划与后续管理实践的结合,为类似项目提供参考经验。The waterfront area in the central urban area is a representative area of urban image and spatial quality.Under the new requirements of overall urban design in the context of national spatial planning in the new era,the overall urban design work is more focused on the city and county levels,while the specialized overall urban design of waterfront areas is still in the exploratory stage.The author combined with the planning and preparation work of the urban design of shoreline cities including Fujiang River and Anchanghe River in Mianyang City,discusses the key points,preparation contents and management and control paths in the preparation of overall urban design of riverside areas,and constructs a spatial development framework consistent with the territorial space system.It aims to build a high-quality riverside area with prominent features,sharp image,and harmonious human and natural environment.Meanwhile,it strengthens the combination of planning and subsequent management practices,and provides a reference for similar projects.
