摘 要:随着河湖长制在全国范围内全面推行,对河湖精细化管理提出了更高的要求。以“数据赋能,智慧监管”为导向,结合新一代信息技术,提出上海市河湖设施数字化工作技术方案,制定河湖设施分类标准和编码规则,构建移动数据采集系统,完成河湖设施标绘和建档,构建上海市河湖设施行业数据库,并以淀浦河(松江段)为例,进行了河湖设施数据库建设的具体实践。结果表明:建立河湖设施数据库,数据赋能河湖精细化管理切实可行,可为上海市河湖设施数字化以及全国河湖精细化管理提供应用示范。With the nationwide implementation of the River Chief System,there are heightened demands for refined management of rivers and lakes.Guided by the concept of“data empowerment and intelligent supervision”,and in conjunction with new-generation information technology,a technical plan for the digitalization of river and lake facilities in Shanghai is proposed.This plan involves establishing classification standards and coding rules for river and lake facilities,building a mobile data collection system,completing the mapping and archiving of river and lake facilities,and constructing an industry database for Shanghai’s river and lake facilities.Taking the Dianpu River(Songjiang Section)as a case study,the paper details the specific practice of constructing a river and lake facility database.The results demonstrate that establishing a database for river and lake facilities and enabling refined management through data is feasible and practical.This can provide a model for the digitalization of river and lake facilities in Shanghai and refined management nationwide.
