摘　　要：地方财政支出和营商环境优化是政府推动产业结构升级的关键抓手。文章利用2015~2021年223个地级市的数据,就地方财政支出和营商环境优化对产业结构升级的作用效应、区域特征和试点政策效果等问题展开深入探讨。研究发现:(1)地方财政支出和营商环境优化均与产业结构升级存在正U型关系。(2)当前大部分地级市的地方财政支出和营商环境水平已跨过相应门槛,扩大财政支出水平和优化营商环境能有效促进产业结构升级,“授之以鱼”和“授之以渔”皆行之有效。(3)地方财政支出和营商环境优化对产业结构升级的影响存在显著差异化特征,且营商环境创新试点城市政策的推行也明显提升了所属地区产业结构升级水平,“授之以渔”越发重要。Local fiscal expenditure and optimization of the business environment are key links for the government to promote industrial structure upgrading.Based on the data of 223 prefecture-level cities from 2015 to 2021,this paper conducts an in-depth discussion on the effects of local fiscal expenditure and business environment optimization on the upgrading of industrial structure,as well as the regional characteristics and the effects of pilot policies.The key findings are:1.There is a positive U-shaped relationship between local fiscal expenditure and the optimization of the business environment and the upgrading of industrial structure.2.At present,the level of local fiscal expenditure and business environment in most prefecture-level cities has crossed the corresponding threshold,and expanding the level of fiscal expenditure and optimizing the business environment can effectively promote the upgrading of industrial structure.Both"giving a man a fish"and"teaching a man to fish"are effective approaches.3.There are significant differences in the impact of local fiscal expenditure and business environment optimization on industrial structure upgrading.The implementation of the business environment innovation pilot city policy has also significantly improved the level of industrial structure upgrading in the region,and"teaching a man to fish"is becoming more and more important.
