摘　　要：It is an American tradition to name the guiding principles of any new foreign policy as a president’s doctrine during his incumbency.Realizing that it was facing epochal global changes and needed adjustments in its foreign policy to face evolving new challenges,the Joe Biden administration embarked on a comprehensive and significant adjustment to American foreign policy under the guidance of new strategic concepts.
