摘　　要：Global digital governance is an emerging field of global governance.As digital technology progresses and becomes a key driver of globalization,the booming digital economy has revealed many cyber risks and areas of concern that can trigger crises.The potential downside risks have captured wide attention,making global digital governance all the more urgent on the global governance agenda.
