后精准扶贫时代山西省Y县经济林农户生产风险防控探究

摘　　要：随着绝对贫困的消除,我国步入了后精准扶贫时代,推进扶贫产业可持续发展是进一步巩固拓展脱贫攻坚成果同乡村振兴有效衔接的重要战略举措。文章通过对山西省Y县主要种植杏树、发展杏果产业的5个乡镇、7个村落进行实地走访调研,了解该县杏果产业发展现状,探究杏果扶贫产业可持续发展“内生动力不足”的现实约束,发现气象灾害风险、政府外源性激励不足、市场风险调控不全面、道德风险防控不佳是杏果扶贫产业“内生动力不足”的根本原因。因此,政府应提高预警能力,创新风险防控体系;完善外源性激励政策服务保障,均衡服务范围;推动基层民主治理,弱化“精英俘获”。With the elimination of absolute poverty,China has entered the era of post-precision poverty alleviation.Promoting the sustainable development of poverty alleviation industry is an important strategic measure to further consolidate and expand the effective connection between poverty alleviation and rural revitalization.Through field visits to five townships and seven villages in Y County,Shanxi Province,which mainly plant apricot trees and develop apricot fruit industry,this paper understands the development status of apricot fruit industry in this county,explores the realistic constraints of ' insufficient endogenous power ' for the sustainable development of apricot fruit poverty alleviation industry,and finds that meteorological disaster risk,insufficient government exogenous incentives,incomplete market risk regulation and poor moral hazard prevention and control are the root causes of ' insufficient endogenous power ' of apricot fruit poverty alleviation industry.Therefore,the government should improve the early warning ability and innovate the risk prevention and control system;improve the service guarantee of exogenous incentive policies and balance the scope of services;promote grassroots democratic governance and weaken ' elite capture '.
