摘　　要：通过分析风电及光伏新能源场站“两外”安全管理现状,从外委项目实施过程重点环节中找出前置条件设置及准入把关、规范安全管理协议签订、严格“两外”开工许可、强化现场安全监督、加强外委单位后续评价机制应用5个方面的安全管控要点,结合实际从信息化运用、健全奖惩激励机制方面给出强化新能源场站“两外”管理的建议,从而进一步规范新能源电场“两外”安全管理,提升外委作业风险防范能力,消除“两外”安全隐患,保障新能源电场安全生产形势稳定。By analyzing the current situation of"Two Out"safety management of wind power and photovoltaic new energy stations,this paper finds five key points of safety management and control from the key links in the implementation process of outsourced projects,including the setting of preconditions and access control,standardizing the signing of safety management agreement,strictly enforcing"Two Out"commencement permit,strengthening the on-site safety supervision,and strengthening the application of the follow-up evaluation mechanism of outsourced units.It gives suggestions on strengthening the"Two Out"management of new energy stations from the aspects of informatization application and improving the incentive mechanism of rewards and punishments,so as to further standardize"Two Out"safety management of new energy electric fields,improve the risk prevention ability of outsourced operations,eliminate the"Two Out"safety hazards,and ensure the stability of the safe production situation of new energy electric fields.
