中外边境国际合作执法问题研究--以霍尔果斯为例

摘　　要：本文以中亚霍尔果斯为例,探讨了中外边境国际合作执法问题的相关内容。首先,文章概述了霍尔果斯地区的地理、历史和文化背景,强调了其在中亚地缘政治中的关键地位。其次,文章详细分析了霍尔果斯地区的国际合作执法的法理基础,包括边境管辖权的法规和协定、边境冲突解决机制、国际刑事法院的角色以及跨国犯罪的合作机制。在此基础上,分析了国际合作执法过程中出现的问题,并给出了相关建议。最后,文章强调了中外边境国际合作执法问题的复杂性,给出了未来的研究方向,以呼吁进一步深化国际合作,促进地区的和平、稳定和繁荣。The problem of international cooperation and law enforcement at the border between China and foreign countries has always been one of the focuses of the international community,and it is of great theoretical and practical significance to study this issue.Taking Horgos in Central Asia as an example,this paper discusses the relevant contents of international cooperation and law enforcement on the border between China and foreign countries.Firstly,the article reviews the geographical,historical and cultural background of Khorgos region and emphasizes its key position in geopolitics of Central Asia.Secondly,the article analyzes in detail the legal basis of international cooperative law enforcement in Horgos region,including the laws and agreements on border jurisdiction,the mechanism of border conflict resolution,the role of the International Criminal Court and the cooperation mechanism of transnational crimes.On this basis,the problems in the process of international cooperation in law enforcement are analyzed,and relevant suggestions are given.Finally,the article emphasizes the complexity of the law enforcement of international cooperation between China and foreign countries,and gives the future research direction in order to call for further deepening international cooperation and promoting regional peace,stability and prosperity.
