摘　　要：国家生态环境部门持续加大建设项目竣工环境保护自主验收监督执法力度,严防自主验收重形式走过场。随机抽取宁夏2018-2021年底覆盖各电压等级、不同建设单位、不同验收调查单位、不同类型的55份输变电建设项目竣工环境保护验收调查报告(表)开展质量核查;从报告质量总体状况、普遍质量问题、主要质量问题、验收调查单位编制质量、建设单位环境管理5个方面开展质量评估;针对企业自验收存在的问题,从强化环保验收报告质量管控、推进环保验收质量核查常态化、创新事中事后监管方式等方面提出了管理建议。结果表明:经过质量核查评估,80%的竣工环境保护验收调查报告编制质量较好,7%的报告存在一定程度的质量问题,例如电磁和声环境敏感目标具体信息缺失、重大变动分析判定不全面等。The national ecological environment department continues to strengthen the supervision and law enforcement of the independent acceptance of environmental protection for the completion of construction projects,and strictly prevents the heavy form of independent acceptance.First of all,a random sample of Ningxia from 2018 to the end of 2021 covering all voltage levels,different construction units,acceptance survey units,different types of 55 power transmission and transformation construction projects completed environmental protection acceptance survey report(table)to carry out quality verification;Secondly,the quality assessment is carried out from five aspects:the overall quality of the report,the general quality problems,the main quality problems,the quality of the acceptance survey unit and the environmental management of the construction unit.Finally,in view of the problems existing in the self-acceptance of enterprises,management suggestions are put forward from the aspects of strengthening the quality control of environmental protection acceptance report,promoting the normalization of environmental protection acceptance quality verification,and innovating the way of supervision in and after the event.The results show that 80%of the completed environmental protection acceptance survey reports have good quality after quality verification and evaluation,and 7%of the reports have poor quality.There are quality problems such as lack of specific information on electromagnetic and acoustic environment sensitive targets and incomplete analysis and judgment of major changes.
