摘 要:在全球气候变化的背景下,水资源短缺、洪涝灾害和水环境污染等问题频发,对城市的可持续发展构成了巨大的威胁和挑战。水环境问题已成为全球共同面临的重大难题。韧性理念为提升水环境系统的安全性与稳定性提供了理论支持,对解决水环境问题具有重要意义。通过文献研究和综合分析,系统性回顾了水环境系统的韧性规划、评价和理论体系的研究进展。研究发现,目前水环境系统规划和建设中存在诸多问题,包括对气候变化预测不足、规划缺乏整体性与系统性、设施建设质量低下、缺乏有效的管控机制和多元化的评估方法等。结合国内外案例,提出了未来提升水环境系统韧性的策略方向:从单一适应气候变化转向利用水环境调节气候,实现可持续发展;实施生态友好型规划,因地制宜;强化顶层设计与整体统筹;融入“大海绵”理念,提升水环境系统规划的技术手段,确保技术与策略目标相匹配;建立规划-建设-维护全过程的监管体系;强调多部门协同与多主体协商共建;发展多元化评估方法。这些策略旨在增强城市水环境的稳定性和恢复力,为城市水环境管理提供新的思路。Amid the backdrop of global climate change,issues such as water scarcity,flood disasters,and water pollution are occurring with increasing frequency,posing significant threats and challenges to the sustainable development of cities worldwide.Water environmental problems have become a major challenge faced globally.The concept of resilience provides theoretical support for enhancing the safety and stability of water environmental systems and is crucial in addressing these issues.This paper systematically reviews the research progress of resilience planning,evaluation,and theoretical system of water environment through literature research and comprehensive analysis.It is found that there are many problems in the current planning and construction of water environment,including insufficient prediction of climate change,lack of holistic and systematic planning,low quality of facility construction,lack of effective control mechanism and diversified evaluation methods.Combined with domestic and international cases,this paper puts forward the strategic direction to enhance the resilience of the water environment in the future:shifting from merely adapting to climate change to utilizing water environments to regulate climate for sustainable development;implementing eco-friendly planning tailored to local conditions;strengthening top-level design and overall coordination;integrating the“sponge city”concept;enhancing the technical means of water environmental planning to ensure that technology matches strategic goals;establishing a supervision system throughout the entire process of planning,construction,and maintenance;emphasizing multi-departmental collaboration and multi-stakeholder consultation and construction;and developing diverse assessment methods.These strategies aim to enhance the stability and resilience of urban water environments,providing new insights for the management of urban water environments.
