代建单位视角下的财政投融资项目进度管理研究

摘　　要：随着财政投融资项目提质增效的需求不断增加,代建单位在项目进度管理方面面临诸多挑战,亟待系统研究与改进。从代建单位视角,全面探讨财政投融资项目的进度管理问题。文章分析了前期阶段,包括勘察设计、前期手续办理及招标管理的关键影响因素与管理方法;深入研究了施工及验收阶段中影响进度的主要因素,并提出了加强现场施工方案审核、资金保障及变更签证控制等有效措施;最后,针对工程结算与财务决算阶段,探讨了影响进度的主要因素及相应的进度管理措施。通过研究,旨在为代建单位在财政投融资项目的进度管理中提供有益的参考和借鉴。With the continuous increase of fiscal investment and financing projects,proxy construction units face many challenges in project progress management and urgently need systematic research and improvement.This article aims to comprehensively explore the issues of progress management of fiscal investment and financing projects from the perspective of proxy construction units.The article analyzes key influencing factors and management methods in the preliminary stages,including survey and design,preliminary procedures handling,and tender management.It delves into the main factors affecting progress during the construction and acceptance stages and proposes effective measures such as strengthening on-site construction plan review,ensuring funding,and controlling change orders.Finally,it discusses the main factors affecting progress and corresponding progress management measures during the engineering settlement and financial settlement stages.Through this research,the aim is to provide useful references and insights for proxy construction units in the progress management of fiscal investment and financing projects.
