研究型大学校院联动有组织科研的实践与探索——以上海交通大学为例

摘　　要：基于上海交通大学机械与动力工程学院开展有组织科研以及和涉海单位协同开展“大海洋”行动计划专项的实践,从职能定位、管理方式、组织形式等维度探究了研究型大学校院联动有组织科研运行的机制。二级学院采用闭环全生命周期科研创新管理模式,探索形成了科研区域协同创新管理模式,并探索融入上海临港进行有组织的科研合作,为研究型大学校院联动开展有组织科研提供了最佳实践标杆案例。“大海洋”行动计划聚焦国家重大战略需求,有组织地从多学科交叉创新、创新基地建设、优势资源导入、组织机制建设等方面,以需求导向和平台化布局开展协同攻关,形成一种产学研用融通全链条生态体系科研发展模式。研究结论可为我国研究型大学校院联动开展有组织科研实践提供参考。Taking Shanghai Jiao Tong University and its School of Mechanical Engineering as the example,it analyzed the organized scientific research implemented by the co-movement of college and secondary school and Grand Maritime Strategy jointly implemented by the marine-related departments,in order to explore the operation mechanism of organized scientific research from the dimensions including functional positioning,management methods and organizational form.School of Mechanical Engineering has explored and formed a scientific research innovation management mode based on closed-loop lifecycle model,developed a regional collaborative innovation management mode,explored to integrate into Lingang Special Area in Shanghai through organized scientific research cooperation,which provided an excellent practice benchmark case for the organized scientific research implemented by the comovement of college and secondary school.Grand Maritime Strategy,from various aspects such as multidisciplinary cross-innovation,spatial planning,the introduction of superior resources,organizational mechanism construction and so on,formed an organized scientific research development mode where collaborative research was carried out based on demand orientation and platform layout.The conclusions provide a reference for organized scientific research implemented by the co-movement of college and secondary schools in research-oriented universities.
