摘　　要：随着国土空间规划由编制审批迈入实施监督阶段,探索构建其规划实施监督机制具有重大现实意义。本研究立足于对以往空间类规划实施监督机制经验总结和梳理新的形势要求上,总结提出了当前国土空间规划实施监督机制构建面临的3大关键问题。在此基础上,以整体性治理作为理论视角,进一步阐述国土空间规划实施监督机制内涵,从“治理主体、组织结构、技术工具”3个维度提出策略框架,为系统推进国土空间规划实施监督机制厘清行动路径,以期为各地在构建国土空间规划实施监督体系的过程中提供基准框架和理论启示。With the transition of territorial spatial planning from preparation and approval to implementation supervision,exploring the construction of a planning implementation supervision mechanism is of great practical significance.This study is based on the summary of past experience in the supervision mechanism of spatial planning implementation and the sorting out of new situation requirements.It summarizes and proposes three key issues facing the construction of the current supervision mechanism for national spatial planning implementation.On this basis,from the theoretical perspective of holistic governance,this paper further elaborates on the connotation of the supervision mechanism for the implementation of territorial spatial planning,and proposes a strategic framework from three dimensions:governance subject,organizational structure,and technical tools.It clarifies the action path for the systematic promotion of the supervision mechanism for the implementation of territorial spatial planning,in order to provide a benchmark framework and theoretical inspiration for various regions to build a supervision system for the implementation of territorial spatial planning.
