数字检察战略研究——以河北公益诉讼检察大数据智能应用情况为视角

摘　　要：数字检察是检察机关依托大数据、智慧平台、办案模型等科技手段开展的新型法律监督工作模式。针对公益诉讼检察业务与大数据深度融合存在线索来源少、调查取证难、数据获取难的实际,通过构建“业务主导、数据整合、技术支撑、重在应用”工作机制,突出智能应用、协同发展与侦查思维,实现对河北检察机关公益诉讼工作全面提质增效。通过“残疾人两项补贴精准发放类案法律监督模型”运用实例,介绍业务分析、数据获取、智能研判平台建模等相关内容,实现了用大数据进行法律监督,解决了残疾人两项补贴发放存在不精准的问题。Digital prosecution is a new mode of legal supervision carried out by procuratorial organs using technological means such as big data,intelligent platforms,and case-handling models.In response to the practical challenges of limited sources of clues,difficulty in investigation and evidence collection,and obstacles in data acquisition in the deep integration of public interest litigation prosecution business with big data,this paper constructs a working mechanism emphasizing"business-driven,data integration,technical support,and application-oriented."It highlights intelligent applications,collaborative development,and investigative thinking to comprehensively improve the quality and efficiency of public interest litigation work in Hebei procuratorial organs.Through the application of the"Precise Distribution of Two Subsidies for People with Disabilities"legal supervision model,this paper introduces relevant content such as business analysis,data acquisition,and intelligent judgment platform modeling,achieving legal supervision using big data and solving the problem of inaccurate distribution of two subsidies for people with disabilities.
