摘　　要：国家层面的翻译作为国家对内治理和对外交往的必要机制之一,是塑造党和国家形象的重要话语形式和实践手段。因中国共产党参与世界社会主义治理的意图和新中国建设的政治任务要求而召开的中共八大设立了国内/际语际型翻译机制,成功履行其历史使命。本文透过八大筹备过程,探讨八大翻译机制。研究发现,八大翻译建构了“[中共中央→办公厅]→翻译处→译者”三级组织架构和“高位规划和指导、中位实施和管理、低位执行和操作”的运行机制,并形成主体协作机制和“高度忠诚于党和国家”的伦理规范机制作为翻译的运行保障。从政治议题、会议规格和翻译机制来看,八大翻译是国家翻译在党代会的实践创新,开创了党代会设立国家翻译实践机制的新模式。State translation,taken as a necessary mechanism for state governance and international exchanges,can boost the image of the CPC and the state.In response to the CPC’s intention to participate in socialist governance and state-building in China,the 8th CPC National Congress established a domestic and transnational interlingual translation mechanism.It is found that the translation activities during the Congress formed a three-tier structure comprising“[the Central Committee of the CPCGeneral office]→translating institution→translators”and an operational mechanism of“high-level planning and governing,middle-level implementing and managing,low-level executing and operating”,with collaboration among the subject of translation and the ethics of“highly loyal to the Party and State”as the operation guarantee.The translation of the 8th National Congress has the characteristics of the State Translation Program in terms of the Congress’s agenda,scale,and translation mechanism,which created a new model for establishing a STP mechanism in the CPC National Congress.
