摘 要:通过研究低碳经济背景下国内磷矿资源储量分布及磷化工产业布局,分析全球及中国磷矿消费结构、磷矿石供需形势,结合“碳达峰”与“碳中和”对磷矿资源保障和磷化工产业发展的冲击与影响,提出了勘查投入、限制出口、综合利用、绿色矿山和加强监管等五个方面的对策,以确保中国在低碳经济背景下的磷矿资源安全保障,同时提出了提高准入、提升能效、产业升级、磷石膏综合利用和低碳发展等五个方面的建议,以应对中国磷化工产业发展面临的新挑战。By studying the distribution of domestic phosphate mineral reserves and the layout of the phosphate chemical industry in the context of low-carbon economy,Analyzing the global and China’s phosphate ore consumption structure,supply and demand situation of phosphatic rock,combining the impact of"Peak Carbon Dioxide Emisssions"and"Carbon Neutrality"on the guarantee of phosphate mineral resources and the development of phosphate chemical industry,five countermeasures have been proposed,including exploration investment,export restrictions,comprehensive utilization,green mines,and strengthened supervision,to ensure the safety and security of China's phosphate mineral resources in the context of low-carbon economy.At the same time,five suggestions were put forward,including improving access,improving energy efficiency,industrial upgrading,comprehensive utilization of phosphogypsum,and low-carbon development,to address the new challenges faced by the development of China's phosphate chemical industry.
