摘　　要：中国的能源发展已进入新时代,“双碳”目标为新时代中国能源发展指明了方向。新能源汽车的不断发展和持续进步对环境治理和节能减排具有重大的意义和效用。但不可忽视的是,随着新能源汽车的产能不断提升,新能源汽车的核心部件锂电池在制造过程、使用过程以及回收利用过程中会产生新的环境污染和破坏。对此,需要通过法律层面对过程进行法律规制从而实现环境治理,促进新能源的最大最优利用。China's energy development has entered a new era,and the goal of"peak carbon dioxide emissions and carbon neutrality"has pointed out the direction for China's energy development in the new era.The continuous development and progress of new energy vehicles is of great significance and utility to environmental governance,energy conservation and emission reduction.However,it can not be ignored that with the continuous improvement of the production capacity of new energy vehicles,the core component of new energy vehicles,lithium batteries,will produce new environmental pollution and damage during the manufacturing process,use process and recycling process.In this regard,it is necessary to regulate this process by law in order to realize environmental governance and promote the maximization and optimal utilization of new energy.
