摘 要:通过构建DEA-Malmquist模型,实证分析了中国地方高校2012—2021年科技成果转化的技术效率和全要素生产率的时空演变特征.研究结果显示,中国地方高校科技成果转化的综合技术效率逐年提升,但2017年和2018年出现了显著下滑,且效率指数整体偏低;科技成果转化的全要素生产率整体有所提升,但区域差异显著,中东部地区发展平稳,西部地区波动较大.为了进一步提升地方高校科技成果转化的效率,提出了强化学科建设质量、明确科技创新定位、创新转化体制机制和优化成果转化环境等建议.An empirical analysis of the spatiotemporal evolution characteristics of technical efficiency and total factor productivity change of the sci-tech achievements transformation has been carried on based on DEA-Malmquist model.The results show that the comprehensive technical efficiency of sci-tech achievements increased year by year,but the efficiency in 2017 and 2018 significantly fallen compared with that in previous years,and the efficiency index was overall low.The total factor productivity change indexes of the transformation of sci-tech achievements improved overall,but there were significant regional differences,with steady increase in central and eastern China and significant fluctuations in western China.To improve the efficiency in the transformation of sci-tech achievements in local universities,it is proposed to strengthen discipline construction,make clear the positioning of sci-tech innovation,innovate the mechanism of achievement transformation,and optimize the environment for achievement transformation.
