协同治理视角下赣州市单项体育协会实体化改革研究

摘　　要：在创新社会治理与提升国家治理能力现代化的背景下,国家陆续颁发许多关于社会组织、行业协会与政府行政机关脱钩工作的通知与文件,深刻强调了单项体育协会实体化改革发展的要求.通过调查发现,赣州市单项体育协会中政府部门、市场、单项协会自身等不同治理主体之间存在协同合作不到位等问题,为了解决该问题,本文基于协同治理理论,提出以下的建议:Ⅰ坚持党和政府的领导;Ⅱ坚持更新理念前置;Ⅲ坚持多元的改革方向与改革主体;Ⅳ坚持改革的内外联动.以期促进赣州市单项体育协会形成多元协同治理模式,对促进赣州市市级单项体育协会健康可持续发展具有重要意义.Under the background of innovating social governance and improving the modernization of national governance capacity,the state has successively issued many notifications and documents on the decoupling of social organizations,trade associations and government administrative organs,which profoundly emphasized the requirements for the substantive reform and development of individual sports associations.Through investigation,it is found that there are some problems such as poor coordination and cooperation among different governance subjects such as government departments,markets and individual sports associations in Ganzhou.In order to solve this problem,based on the theory of collaborative governance,this paper puts forward the following suggestions:Adhere to the leadership of the party and the government;Insist on updating ideas;Insist on diversified reform directions and reform subjects;Insist on internal and external linkage of reform.In order to promote the formation of multi-collaborative governance model of Ganzhou individual sports associations,it is of great significance to promote the healthy and sustainable development of Ganzhou municipal individual sports associations.
