摘　　要：本研究通过对沙县小吃产业30多年发展脉络的分析,揭示沙县小吃由地方小吃成长为国民小吃、实现乡村产业振兴的动力与机理,探索出中国乡村产业发展的“沙县模式”。研究发现:基于创造力的激活—协同—共享机制,驱动沙县小吃由草根创业形态跃迁到产业化和正规化发展形态,实现产业持续转型升级。具体而言:第一,沙县小吃产业缘起于沙县农民寻求致富之路的市场洞察,自发创业,触发个体创造力;沙县政府敏锐察觉农民创业行为的重要价值,把握机遇、顶层发力,进一步保护和激发农民创造力。第二,沙县农民与政府在产业成长过程中形成共同创业合作,推动个体单向创造力向团队与组织创造力跃迁,并使之内化为产业持续发展的核心驱动力。第三,经由沙县农民与政府共同创造,沙县小吃成长为家喻户晓的“国民小吃”和名副其实的富民产业与幸福产业。幸福生活的实现与“国民小吃”品牌共享产生溢价效应,保障和促进农民与政府创造力的延续,持续强化二者的学习探索和创新精神。沙县模式为中国式现代化的乡村产业振兴和县域治理创新提示了新方向。This study analyzes the development of Shaxian snack industry over 30 years and explores the "Shaxian Model" of China's rural industry development, reveals the driving force and mechanism for Shaxian snacks to grow from a local snack to a national snack and achieve rural industrial revitalization. The research finding are as follows: the activation-collaboration-sharing mechanism based on creativity drives the transformation of Shaxian snacks from a grassroots entrepreneurial form to an industrialized and formalized development form, achieving continuous transformation and upgrading of the industry. Firstly, The Shaxian snack industry originated from the fact that when farmers were looking for ways to get rich, they chose to start their own business through a deep insight into the market, which triggered their individual creativity. The Shaxian County government was keenly aware of the important value of farmers' entrepreneurial behavior. They seized the opportunity and provided policy support promptly to protect and stimulate farmers' creativity. Secondly, In the process of industry growth, Shaxian farmers and the government have formed a joint entrepreneurial model, promoting individual creativity grow into organizational creativity, which become the core driving force for the sustainable development of Shaxian snacks industry. Thirdly, through the joint creation of farmers and county government, Shaxian snacks have grown into a well-known "national snack" and a veritable industry that enriches the people. The realization of a happy life and the sharing of the "National Snacks" brand will generate a premium effect, which provides a guarantee for the continuation of the creativity of Shaxian farmers and government, and continue to strengthen their learning, exploration and innovation spirit. The Shaxian model provides a new direction for the revitalization of rural industries and county governance innovation in Chinese modernization.
