摘　　要：通过梳理Y医院患者欠费情况,运用描述性统计方法分析欠费产生的原因和关键影响因素。分析显示:公立医院的患者欠费问题一方面和医院内部管理不够完善有关,另一方面受到严格执行医保结算政策的影响,还和公立医院公益性功能定位息息相关。医院应当在多个职能部门间建立工作联动机制,针对欠费不同的原因制定对策,从事前预防、事中管控、事后处理全流程出发加强资金安全管控力度,降低医院资金风险,保证公立医院运营的可持续性发展。By sorting out the arrears of patients in Y Hospital,the descriptive statistical methods were used to analyze the reasons and key influencing factors of arrears.The analysis shows that the problem of patients’arrears in public hospitals is related to the imperfect internal management of hospitals on the one hand and is affected by the strict implementation of the medical insurance settlement policy on the other hand,which is closely related to the public hospital’s public function positioning.Hospitals should establish a work linkage mechanism among multiple functional departments,formulate countermeasures for different reasons for arrears,strengthen fund security control from the entire process of pre-prevention,in-process control,and post processing,reduce hospital fund risks,and ensure the sustainable development of public hospital operations.
