园区一体化工业固体废弃物资源化商业模式研究

摘　　要：在我国工业化快速发展的过程中,工业园区起到了非常重要的作用,促进了产业结构的调整和产业的集聚升级,但是伴随着工业固体废弃物资源化规模的不断扩大,园区固体废弃物利用方面也出现了循环化改造效果欠佳、固体废弃物交易规模受限等问题,现有的以PPP模式为首的多种固体废弃物处理处置商业模式也显现出弊端。基于我国工业园区固体废弃物资源化的发展情况,梳理了固体废弃物资源化主要的PPP商业模式并揭示其存在的问题,创新性地开发了园区一体化工业固体废弃物资源化商业模式并构建了商业模式画布对其进行分析,为固体废弃物资源化利用行业提供了可行的商业模式作为参考,并提出了相关政策建议。Industrial parks play a very important role in the process of rapid industrialization in China,it has promoted the adjustment of China's industrial structure and the agglomeration and upgrading of industries.However,with the continuous expansion of the scale of industrial solid waste resource utilization,there have also been problems in the utilization of solid waste in parks,such as poor effect of circular transformation and limited scale of solid waste trading,the existing business models for solid waste treatment and disposal,led by the PPP model,also show drawbacks.Based on the development situation of solid waste resource utilization in industrial parks in China,the main PPP business models for solid waste resource utilization were sorted out and their existing problems were revealed.The innovative development of an integrated industrial solid waste resource utilization business model in the park and the construction of a business model canvas were analyzed,providing a feasible business model for the solid waste resource utilization industry as a reference and proposing relevant policy recommendations.
