摘  要:BAR-BOLJARE高速公路是中国企业在巴尔干半岛地区的黑山共和国承建的首个大型基建项目。随着项目不断进展,周边的生态环境问题也越来越明显。特别是临近Tara河的弃渣、生产生活污水排放、河道改建开挖等活动,对欧洲水环境敏感区生态系统产生一定影响,FIDIC条款定义下的施工主合同要求排放达到欧洲标准(EN)。因此,在施工过程中必须要充分考虑水生态环境保护,加强水环境影响因素监控和过程保护,严格按照环境影响评估法案(EIA)的要求约束项目施工全过程,通过技术咨询和科学研究降低重要水环境因素影响,努力改善沿线主河道生态环境,改进中国企业的环境保护管理水平。The Bar-Boljare Highway built by Chinese enterprise is the first large infrastructure project in Montenegro where is in the Balkans.As this project continues to progress,the surrounding ecological and environmental problems are becoming more and more visible.Especially the activities including dumping excavation material,production and living sewage discharging and regulation of water course near Tara River have caused a certain impact on sensitive areas of European water environment.According to the main contract under the FIDIC model,the emission standards shall reach to European standards(EN).Therefore,in the construction process,it is necessary to fully consider the protection of water ecological environment,strengthen the monitoring of water environmental impact factors and process protection,restrict the whole construction process of the project in strict accordance with the requirements of the Environmental Impact Assessment Act(EIA),reduce the impact of important water environmental factors through technical consultation and scientific research,and strive to improve the ecological environment of the main river along the line,and further improve the environmental protection management level of Chinese enterprises.
