济南市创建节水型城市的实践与探索

摘　　要：近年来,济南市深入贯彻落实黄河流域生态保护和高质量发展国家战略,践行“节水优先、空间均衡、系统治理、两手发力”的治水思路[1],坚持“供、排、蓄、引、治、保、工、管”系统治水,深挖节水潜力,提升用水效率,不断探索节水型城市建设“济南经验”。近年来,济南市国内生产总值增长约50%,同期取水量减少433万m^(3),城市用水实现负增长,截至2022年底,济南市城区万元GDP用水量9.25 m^(3)/万元。本文从创新体制机制、完善法律法规、落实节水措施、示范引领带动等方面阐述济南在节水型城市创建方面的经验和做法,并分析当前存在的问题,提出相关对策建议。In recent years,it has taken thorough implementation on the national strategy of ecological protection and high-quality development in the Yellow River Basin in Jinan Municipality,practicing the water improvement concept of"priority on water conservation,harmony between development and protection,systematic improvement and dual efforts on both government and market’s roles"[1].It adhered to the water improvement system of"supply,discharge,storage,diversion,treatment,protection,industry and management",deeply tapped the water-saving potential,improved water efficiency,and constantly explored the"Jinan experience"of water-saving city construction.In recent years,the GDP of Jinan City increased by about 50%,while the water withdrawal decreased by 4.33 million m^(3) in the same period,and the urban water consumption achieved negative growth.By the end of 2022,the water consumption per 10,000 yuan of GDP in Jinan was 9.25 m^(3)/10,000 yuan.This paper introduces Jinan's experience and practices in creating water-saving cities from the aspects of innovating system mechanism,regulating laws and regulations,implementing water-saving measures,demonstrating and leading functions,etc.,and analyzes the current problems to put forward relevant countermeasures and suggestions.
