目标框架对居民社区安全合作生产意愿的影响:风险感知的中介作用

摘　　要：居民是社区公共服务合作生产中的关键要素,如何促进居民参与合作生产是学界与实务界长期讨论的核心问题。本研究基于社区安全研究情境,引入风险感知,细分宣传视角,通过两个调查实验(N=238+439)探讨目标框架影响居民合作生产意愿的作用机制。研究发现:无论是收益形式还是损失形式的目标框架,都能有效提升居民合作生产意愿;当信息涉及个体和社会的双维度视角时,相较于损失框架,收益框架对居民合作生产意愿的作用更有效,但风险感知的中介作用不显著;当信息聚焦个体或社会的单维度视角时,相较于收益框架,损失框架对居民合作生产意愿的作用更有效,且此时风险感知发挥显著的中介作用,该研究为从行为公共管理学视角深化合作生产研究提供重要依据。Residents are the key elements in community service coproduction,and how to promote residents’participation in coproduction is a long-standing issue discussed in the academic and practical circles.Based on the community safety research context,this study introduces risk perception and subdivides the communication perspectives to analyze the mechanism of goal framing affecting residents’willingness to coproduce.This study has conducted two survey experiments(N=238+439).The results reveal that goal framing,whether in the form of gains or losses,is effective in nudging residents’willingness to coproduce.When the information involves a two-dimensional perspective of the individual and the society,compared with loss frames,gain frames are more effective in promoting residents’willingness to coproduce,but the mediating role of risk perception is not significant.When the information involves a one-dimensional perspective of the individual or the society,compared with gain frames,loss frames are more effective in increasing residents’willingness to coproduce,and the mediating role of risk perception is significant.This study provides important support for deepening research on coproduction from the behavioral public administration perspective.
