摘　　要：水电工程EPC项目总承包往往需要组成联合体进行投标和实施,联合体合作伙伴的选择是完成工程的关键环节。该文通过建立EPC项目联合体施工合作伙伴评价指标体系,从设计方的角度出发,研究如何选择EPC项目联合体最佳施工合作伙伴,同时考虑决策者的主观心理因素对决策结果的影响,引入后悔理论,构建基于后悔理论的VIKOR合作伙伴选择模型,最后结合实际工程案例,验证考虑心理因素的合作伙伴选择模型更具合理性,为设计方选择联合体施工合作伙伴提供新的思路和参考。The general contracting of hydropower engineering EPC projects often requires to form a consortium for bidding and implementation,and the selection of consortium partners is a key link in the completion of the project.By establishing an evaluation index system for construction partners of EPC project consortium from the perspective of the designer,this paper studied how to select the best construction partners of EPC project consortium,at the same time,considering the influence of subjective psychological factors of decision-makers on the decision results.The regret theory was introduced to construct VIKOR partner selection model based on regret theory.Finally,combined with actual engineering cases,it proved that the partner selection model considering psychological factors was more reasonable,which provided new ideas and references for designers to select the construction partners of consortium.
