摘 要:城乡融合发展中,难以判断和预测的不确定性随之凸显,涉及其与组织之间的相互作用。“不确定性”由此成为理解农民组织化的重要视角。然而,既有研究偏向于组织“结构”而忽略“过程”属性,导致我们很难看清农民组织化不确定性的全貌。本文依据“结构-过程”分析视角,提出农民组织化的不确定性包括制度、知识、主体、效果四个维度,表现为:制度设计偏差与执行异化、知识转化错位与协调无序、主体身份认同危机与利益分配失衡、自主性受限与越界参与。由此提出组织的应对措施有:嵌入基层治理体系,设置弹性应对结构;接纳组织知识差异,统一认知框架;加强农民关系联结,实现利益整合;整合村庄内外资源,强化组织规则约束。In the integrated development of urban and rural areas,the uncertainty of difficult judgment and prediction becomes prominent,which involves the interaction in between it and organizations."Uncertainty"thus becomes an important perspective to understand farmers'organization.However,the existing studies favor the organizational"structure"a and ignore the"process"aattribute,which makes it difficult for us to see the whole picture of the uncertainty of farmers'organization.Based on the analysis perspective of"structure-process",this article proposes that the uncertainty of farmer organization includes four dimensions:system,knowledge,subject and effect,which are manifested as follows:system design deviation and the alienation of implementation,the dislocation and disorderly coordination of knowledge transformation,the crisis of subject identity and the imbalance of interest distribution,the limited autonomy and cross-border participation.Therefore,the countermeasures of the organization include:embedding the grassroots governance system,seting up the flexible response structure;accepting the differences of organizational knowledge,unifying the cognitive framework;strengthening the connection between farmers,realizing the integration of interests;integrating the internal and external resources of the village,and strengthening the constraints of organizational rules.
