摘　　要：《西藏白话报》是诞生于西藏的第一份报纸,也是驻藏大臣联豫筹办西藏新政完成的一项重要使命。本文结合档案、报刊和实物等史料,考证分析了《西藏白话报》的首刊时间、发行数量与式样等基本情况,并在清末西藏新政的背景下剖析其创刊与发行情况,揭示白话报作为晚清官报构成的普遍性及其在边疆发行的特殊性。同时,从《西藏白话报》的发行“形式”与“内容”中,可以审视联豫作为清中央驻西藏最高职权代表对“民众在场”与“国家认同”的考量,洞悉清政府在西藏文教改革中始终坚持的“固我主权”思想。Xizang Vernacular Newspaper was the first newspaper published in Xizang,which was also an important mission for the resident minister Lian Yu in Xizang to fulfill the new policies in Xizang.Based on relevant archives,newspapers,periodicals and other historical materials,this article examines the time of its first issue,the quantity,style and other basic information.Under the historical background of the new policies launched in Xizang in the late Qing Dynasty,the article also makes analysis on the newspaper's launching and distributions,so as to disclose the universality of vernacular newspaper as an official newspaper in the late Qing Dynasty and its particularity in the border area.At the same time,from the"form"and"content"of the release of Xizang Vernacular Newspaper,we can examine the consideration of"public present"and"national identity"of Lian Yu,as the highest authority representative of the Qing central government in Xizang,so as to comprehend the thought of"strengthening sovereignty"that the Qing government always adhered to in the cultural and educational reform of Xizang.
