地缘政治视野下北印度洋沿岸国家现代化的主要特征与影响因素探析

摘　　要：在世界百年未有之大变局和国际地缘冲突升级的背景下,北印度洋沿岸国家地处陆上丝绸之路和海上丝绸之路的交汇节点,其现代化进程不仅关系到我国西南、西北的边疆门户及周边区域安全,也影响着我国与“一带一路”沿线国家的互联互通,进而对构筑人类命运共同体发挥重要作用。因此,本文在分析这些国家现代化进程的基础之上,揭示了北印度洋沿岸国家现代化具有“外源后发”的非自觉性、政府和“超政府力量”主导和与传统社会文化相结合的复杂多元性等基本特征,并深刻阐述了国家地缘政治、区域地缘政治和全球地缘政治因素对北印度洋沿岸国家现代化所产生的深远影响,为更好地破除发展中国家现代化进程中的地缘政治桎梏提供学理支撑,也为中国式现代化发展提供有益借鉴。Against the backdrop of unprecedented changes in the world and escalating international geopolitical conflicts,the countries along the North Indian Ocean are located at the intersection of the Silk Road on land and the Silk Road on sea.Their modernization process is not only related to the security of China's southwest and northwest border areas and:surrounding areas,but also affects the interconnection between China and the countries along the"Belt and Road",and thus plays an important role in building a community,with a shared future for.mankind.Therefore,based on the analysis of the modernization process of these countries,this paper reveals that the modernization of the countries along the North Indian Ocean has the basic characteristics of exogenous and latecomers non-consciousness,Governmental and supra-governmental forces’dominance,and complex diversity combined with traditional social culture.It also profoundly expounds the far-reaching impact of national geopolitics,regional geopolitics and global geopolitics on the modernization of the countries along the North Indian Ocean,providing theoretical support for better breaking the geopolitical shackles in the modernization process of developing countries,and also providing a useful reference for China's modernization development.
