国家试点与中医医院资源增长:基于中医药综合改革试验区的检验

摘　　要：目的:立足“国家中医药综合改革试验区”这一试点政策,从南阳市中医医院视角,对试验区建设效果进行评价。方法:将中部地区26个地级市纳入对照组,构建2010年至2019年相关时间的面板数据,以南阳市2017年开始试验区建设为准自然实验,运用高效合成控制方法检验政策效果及其稳健性。结果:围绕卫生服务资源增长,研究发现,南阳市中医医院的实有床位数与卫生技术人员在试点开始后有了明显增长,实有床位数在政策干预以来平均每年增长约1648张,卫生技术人员平均每年增加约700人,经过稳健性检验后依然成立。结论:试点政策有效,人才发展与组织保障对试点政策平稳运行有重要意义,启示政府部门重视人力资源的引进,并且根据试点政策特点,在组织设计层面予以有效的保障。Objective Based on the pilot policy of"National Experimental Zone for Comprehensive Reform of Chinese Medicine",the effect of the construction of pilot zone were evaluated from the perspective of traditional Chinese medicine hospitals in Nanyang City.Methods Twenty-six prefecture-level cities in the central region were included in the control group.Panel data from 2010 to 2019 were constructed.The policy effect and its robustness were examined by using efficient synthetic control methods,subjected to the natural experiment on the construction of pilot zone in Nanyang City began from 2017.Results In terms of the growth of health service resources,it is found that the number of actual sickbeds and health technicians in Chinese medicine-type hospitals in Nanyang City has grown significantly after the start of the pilot,which still holds after the robustness test.The number of available beds has increased by an average of about 1,648 per year since the policy intervention,and the number of health technicians has increased by an average of about 700 per year.Conclusion The pilot policy is effective.Talent development and organizational safeguards are significant for the smooth operation of the pilot policy,which revealed that the government departments should pay attention to the introduction of human resources and effectively safeguard at the organizational design level according to the characteristics of the pilot policy.
