论公共图书馆的时代使命与发展理念——1994年版和2022年版《公共图书馆宣言》的对比研究

摘　　要：[目的/意义]《公共图书馆宣言》作为国际图书馆事业发展的纲领性文件,凝聚了国际社会对公共图书馆时代使命和发展理念的共识,对其不同版本内容进行对比研究具有一定价值和意义。[方法/过程]通过内容分析法对1994年版和2022年版《公共图书馆宣言》进行比较研究,归纳总结公共图书馆时代使命的“守正”创新之处以及发展理念的变迁。[结果/结论]不同历史阶段公共图书馆被赋予的时代使命有所不同,但是信息服务、教育、文化传播是其时代使命的内核,是“守正”的方向所在;公共图书馆时代使命的创新主要表现在社区角色、社会教育、资源供给和知识服务4个方面。公共图书馆的发展理念经历了开放包容理念不断拓展和深化、可持续发展理念“新生”、平等理念的具象化的变迁过程。[Purpose/Significance]The Public Library Manifesto,as a programmatic document for the international libraries,has consolidated the international community’s consensus on the mission and development philosophy of public libraries in the current era.And a comparative study of its different editions is valuable and meaningful.[Method/Process]A comparative study of the 1994 and 2022 editions of the Public Library Manifesto was conducted through content analysis to summarize the persistence and innovation in the mission of public libraries as well as the evolution in development philosophy.[Result/Conclusion]The mission of public library at different historical stages is different,but the information service,social education and cultural dissemination are always the core and the direction of persistence.The mission innovation of public library is mainly in community roles,social education,resource supply and knowledge services.The development philosophy of public library has gone through a process of continuous expansion and deepening of the openness and inclusiveness,the“new birth”of the sustainable development,and the visualization of the equality.
