“双一流”建设背景下地方高校与区域经济协调发展——基于湖南省的实证研究

摘　　要：在“双一流”建设背景下,推动地方高校与区域经济协调发展可为湖南省建设教育强省战略注入新动能。依据2013—2022年湖南省9个地级市的相关数据,在采用熵权法统计测度地方高校综合发展水平与区域经济综合发展水平的基础上,运用协调度模型探讨两者综合发展水平协调度的时空演化特征。结果显示:湖南省地方高校综合发展水平与区域经济综合发展水平存在非同步性与不平衡性,多数地级市为地方高校发展滞后于区域经济发展类型;两者的综合发展水平协调度偏低,但整体上呈波动增长趋势;两者的综合发展水平协调度存在明显的空间分异特征,东部经济发达地区协调等级显著高于中西部地区。对此,从地方政府、地方高校和企业三个主体出发提出相关建议,以推动地方高校与区域经济高水平协调发展。Under the background of“Double First-Class(first-class universities and disciplines of the world)”construction,promoting the coordinated development of local universities and regional economy will push forward the development of Hunan province through education.Based on the relevant data of nine cities in Hunan Province from 2013 to 2022,the paper adopts the entropy weight method to respectively measure the comprehensive development levels of the local universities and that of the regional economy,and applies the coordination degree model to the study of the spatio-temporal evolution characteristics of the comprehensive development levels of the two systems.The results show that there is asynchronicity and imbalance in the comprehensive development levels of local universities and regional economy,and most local universities lag behind the regional economic development in the coordination level type.The coordination degree of the two systems is low,but overall,it shows a fluctuating growth trend.There are obvious spatial differentiation characteristics in the two systems,and the coordination level of the eastern developed regions is significantly higher than that of the central and western regions.The paper puts forward some suggestions from the local government,the local universities and the enterprises for the high-level coordinated development of the local universities and the regional economy in Hunan province.
