国土空间规划指引下多层级交通专项规划实践——以上海为例

摘　　要：自国土空间规划体系建立施行以来,为更好地发挥专项规划在规划体系中的功能和作用,以统一国土空间管制、促进建设项目规划协同、加强规划实施监督管理为目标,结合多规融合和国土空间一张图规划编制要求,各地开展相关专项规划体系的深化研究。按照上海市交通专项规划在系统性、规范性、控制性方面的特点,结合北京、广州、武汉等城市规划情况,研究总结了不同层次、维度的上海交通专项规划体系,并提出了完善建议。Since the establishment of territorial spatial planning system,in order to utilize the functions and roles of the special planning,and in accordance with the requirements of unified territorial and spatial use regulator,promoting coordination of construction project planning,and strengthening supervision and management of planning implementation,Based on the territorial and spatial use regulator of multi planning integration and the"one map",a lot of cities have gradually optimized the planning methods to adapt to local special plans.This article summarizes the principles and formulating methods of Shanghai's transportation special planning in terms of systematicity,standardization,and control.It also examines the planning of Beijing,Guangzhou,Wuhan,etc.,to study the transportation special planning system at multi levels.At last,some suggestions were put forward to improve the planning method.
