摘  要:本文深入分析了上海地热资源勘查、开发利用现状及面临的问题,结合“碳达峰、碳中和”目标、机遇与挑战,对上海市地热资源可持续开发利用发展策略展开探讨。提出了“十五五”规划期间,上海地热资源开发利用的重点任务,即深化地热资源勘查和监测、关键技术强化、全流程标准体系构建、智能化信息服务体系建立、多元化发展模式探索、示范应用推进、管理体系完善、学科建设和人才培养。建议未来工作聚焦强化扶持政策导向、提升政府统领功能、加大关键技术产学研投入、推广代表性应用示范等方面,推动城市向绿色低碳发展转型。This paper deeply analyzes the current situation and problems of geothermal resources exploration,development and utilization in Shanghai,and discusses the development strategy of sustainable development and utilization of geothermal resources in Shanghai combined with the“dual carbon”goal,opportunities and challenges.The key tasks for the development and utilization of geothermal resources in Shanghai during the“15th Five-Year Plan”period are put forward,namely,deepening the exploration and monitoring of geothermal resources,strengthening key technologies,constructing the standard system of the whole process,establishing the intelligent information service system,exploring the diversified development model,promoting the demonstration and application,improving the management system,discipline construction and personnel training.It is suggested that the future work can focus on strengthening the guidance of supporting policies,improving the leading function of the government,increasing investment in key technologies,promoting representative application demonstration,and so on,to promote the transformation of the city to green and low-carbon development..
