摘  要:铁路沿线通信外部环境已经成为危害铁路运输安全的重大风险之一,推进铁路沿线通信外部环境排查整治是保障铁路运输安全的重要基础工作。通过深度分析铁路沿线通信外部环境安全治理难点及需求,了解所涉及到的北斗卫星定位、红外测距、基础台账信息管理、安全隐患分类定级及监管整治等关键技术的运用情况,提出治理方案的总体架构。利用数字移动通信、卫星定位技术等,优化传统外部环境安全治理方案,不断加强铁路通信外部环境风险研判和安全隐患治理;通过应用电子检修记录本系统,建立健全铁路通信外部环境相关设备安全隐患信息数据库,实现全段铁路通信外部环境安全隐患信息“一本账”,有效提高治理效率和质量。The external environment of communication along railway lines has become a major risk factor affecting railway transport safety,and promoting the inspection and rectification of the external environment of railways is an important basis for ensuring railway transport safety.Through in-depth analysis of the difficulties and requirements for external environmental security governance of communication along railway lines,and understanding the application of related key technologies,such as Beidou satellite positioning,infrared ranging,basic ledger information management,classification and grading of safety hazards,and regulatory rectification,the overall architecture of the external environmental governance scheme for communication along railway lines is proposed.By utilizing digital mobile communication and intelligent satellite positioning technology,traditional external environment safety governance solutions are optimized,and the research and judgement of railway communication external environment risks and the management of potential safety hazards are continuously strengthened.By applying the electronic maintenance record system,a comprehensive database of safety hazards related to railway communication external environment equipment is established,achieving a“single account”of all railway communication external environment safety hazards,effectively improving the efficiency and quality of governance.
