生态产品开发利用适应性评价方法与应用研究——以天津市蓟州区为例

摘　　要：针对当前生态产品未得到充分开发的问题,尝试引入适宜性评价方法,为生态产品价值实现在国土空间上的选择与实施提供决策支持。运用InVEST模型计算结合ArcGIS Map空间可视化的方法评估天津市蓟州区生态系统服务功能的空间分布情况,同时采用适宜性评价方法来研究生态产品开发利用的空间适宜度。(1)构建了一套“评价指标—产品供给与作用—价值转化路径—价值实现模式分区”的评估体系。(2)从生态系统服务、土地利用和限制因素三个方面构建蓟州区生态产品开发利用产业模式的适宜性评价指标体系。(3)结合天津市蓟州区资源禀赋优势,定量分析其生态产品发展潜力的空间分布格局,研究发现生态产品发展潜力呈现出区域聚集特征。(4)明确了蓟州区生态农业、生态工业、生态康养和生态补偿产品的开发方向以及相关产业的空间布局,进一步提出蓟州区各街道、乡镇未来应重点布局开发的生态产品。通过生态产品开发利用的适宜性评价和产业模式划分结果验证,可以将生态产品价值实现机制更好的应用到“两山”转化应用与实践当中。Aiming at the current problems of underdevelopment of ecological products,we try to introduce the suitability evaluation method to provide decision-making support for the selection and implementation of ecological product value realization in the national land space.The spatial distribution of ecosystem service functions in Jizhou District of Tianjin is evaluated by using InVEST model calculation combined with ArcGIS Map spatial visualization,and the suitability evaluation method is used to study the spatial suitability of ecological product development and utilization.(1)This paper constructs a set of evaluation system of“ecosystem service evaluation indexes-product supply and function-value transformation path-value realization mode zoning”.(2)It constructs the suitability evaluation index system of the industrial model of eco-products development and utilization in Jizhou District in terms of three aspects:ecosystem services,land use and constraints.(3)It combines the ecosystem services of Jizhou District in Tianjin with the spatial visualization method of ArcGIS Map to evaluate the spatial distribution of ecosystem services,and quantitatively analyze the spatial distribution pattern of the development potential of ecological products in Jizhou District of Tianjin,taking into account the advantages of its resource endowment,and finds that the development potential of ecological products presents the characteristics of regional aggregation.(4)It defines the development direction of eco-agriculture,eco-industry,ecorecreation and eco-compensatory products as well as the spatial layout of the related industries.On this basis,it further puts forward the ecological products that should be focused on by the various neighborhoods and townships in the future in Jizhou District.The ecological products that should be developed in the future in each street and township of Jizhou District are further proposed on the basis of this foundation.By evaluating the appropriateness of ecological product development and utiliza
