摘　　要：梳理新时代基层体育社会组织能够保证国家基本体育政策得以落地生效,有利于体育法律法规得到贯彻和落实,有助于促进社会公共体育建设发展,开创新时期基层体育高质量发展的新格局。分析甘肃省基层体育社会组织发展面临的基层体育社会组织政府职能承接不够完善、服务能力不足、各类经费资源严重短缺、组织体制与构架不完善、组织融入全民健身的环境缺失等困境,提出构建基层体育社会组织和政府与民众之间的连接、提升组织运行的透明度、提供经费保障及规范组织人才队伍建设、营造良好组织与全民健身融合社会环境的创新发展路径,以助力全民健身实现新的发展。Sorting out grassroots sports social organizations in the new era has the advantages of ensuring the implementation of basic national sports policies,facilitating the implementation of sports laws and regulations,promoting the construction and development of social public sports,and creating a new pattern of the high-quality development of grassroots sports in the new era.This paper analyzes the difficulties faced by the development of grassroots sports social organizations in Gansu Province,such as the imperfect undertaking of government functions,the insufficient service ability,the serious shortage of various funding resources,imperfect organizational systems and structures,and the lack of the environment for integrating national fitness into organizations,and proposes the innovative development paths of constructing a connection between grassroots sports social organizations and the government and the public,improving the transparency of the operation of organizations,providing funding guarantees,standardizing the construction of the talent team of organizations,and creating a good social environment for the integration of organizations and national fitness,so as to promote grassroots sports social organizations to help the new development of national fitness in Gansu.
