摘　　要：作为新时期干部下乡的典型代表,第一书记下乡根植于乡村治理面临多重困境且国家回应存在限度、第一书记具有助力乡村治理的独特优势等现实背景,其核心任务就是要助力乡村治理。基于个体驱动的治理资源引入、治理目标的系统矫正、治理主体的多重改造以及“嵌入治理”模式下治理过程的整体优化四个方面的行动布局,第一书记助力乡村治理取得了显著成效。与此同时,治理资源的引入梗阻、乡土社会的“反嵌”回应、驻村考核的结构性不足以及驻村成效的延续难题等一系列现实掣肘正困扰着第一书记助力乡村治理的成效发挥。未来必须通过改进资源统筹方式、完善组织关爱机制、革新驻村考核体系、健全驻村轮换机制等来精准破解上述问题,促进第一书记助力乡村治理释放出更为强大的实践效能。As a typical representative of cadres going to the villages in the new period,the first secretary residing in villages going to the villages is rooted in the reality that rural governance faces multiple dilemmas and there are limits to the state's response,and the first secretary has the unique advantage of assisting rural governance,and its core task is to assist rural governance.Based on the four actions of individual-driven introduction of governance resources,systematic correction of governance goals,multiple transformation of governance subjects and overall optimisation of the governance process under the"embedded governance"model,the first secretary residing in villages succeeded in assisting rural governance.At the same time,a series of practical dilemmas,such as the obstacles to the introduction of governance resources,the"anti-embedded"response of the native village society,the structural inadequacy of the residence assessment,and the continuation challenges to the effectiveness of the residence,are troubling the effectiveness of the first secretary residing in villages in assisting rural governance.In the future,the above problems must be solved precisely by improving the way of resource coordination,perfecting the care mechanism of the organisation,innovating the system ofresidenceassessment,and assisting the rotation mechanism of residence,so as to promote the action of the first secretary to assist rural governance and release a more powerful practical effect.
