基于精明增长理论的鹤庆传统村落保护发展研究

摘　　要：以鹤庆县具有代表性的传统村落彭屯为例,在梳理精明增长理论内涵的基础上,结合彭屯传统村落实际情况,从人口规模和空间规模、社会经济发展趋势、文化遗产保护传承、自然环境和宜居水平等4个层面,选取30个相关指标构建精明增长评价体系,用改进熵值法和综合评价模型测度,得彭屯村精明增长程度指数为0.53,显示彭屯村整体发展水平不理想。基于测度结果,分析彭屯村发展“不精明”原因,并尝试从用地规划、产业调整、遗产保护、村貌打造及多元主体共创等方面解决问题。Taking Pengtun,a representative traditional village in Heqing County as an example,on the basis of combing the theoretical connotation of smart growth,combined with the actual situation of Pengtun traditional village,30 related indicators were selected from four aspects:population scale and spatial scale,socio-economic development trend,cultural heritage protection and inheritance,natural environment and livability level,and the smart growth index of Pengtun village was 0.53,which showed that the overall development level of Pengtun village was not ideal.Based on the measurement results,this paper analyzes why Pengtun Village is not smart and tries to solve the problems from land use planning,industrial adjustment,heritage protection,village appearance building,and multi-subject co-creation.
