从第七次图书馆评估探析西藏各地市公共图书馆事业发展

摘　　要：公共图书馆评估工作以“以评促建”“以评促投”“以评促管”“以评促用”“以评促效”的5大目标要求,促进图书馆事业发展。本文从西藏各地市公共图书馆参加第七次全国县级以上公共图书馆评估定级情况,分析各地市图书馆保障条件、服务效能、业务能力发展状况。通过分析发现各地市图书馆普遍存在评估重视程度不够、基础业务薄弱、数字建设滞后、人才匮乏等问题;未来各级政府需加大关注提供保障,各馆需加强评估前准备和评估后总结,强化业务工作,升级数字化工作为智慧图书馆打基础,加强人才队伍建设,加强制度建设和档案管理。The evaluation of public libraries comprises the five primary goals of“promoting construction through evaluation,”“promoting investment through evaluation,”“promoting management through evaluation,”“promoting use through evaluation,”and“promoting efficiency through evaluation”to promote library development.This article analyzes the development status of regional public libraries in Xizang through the security conditions,service efficiency,and service capacity development based on their participation in the Seventh National Evaluation and Grading of Public Libraries and those libraries are above the county level.Through analysis,this research identifies that libraries in various cities generally have problems such as insufficient emphasis on evaluation,weak basic services,lagging digital construction,and a talent shortage.For the future,governments at all levels need to prioritize and provide guarantees on these matters.Each library needs to strengthen pre-evaluation preparation and post-evaluation summary,improve basic services,upgrade digitization as the foundation of a smart library,enhance talent team construction,and consolidate institutional construction and archival management.
